fix(cts): MATMUL_T_BLOCK_SCALED testing for MXINT8

Jeremy Johnson requested to merge fix/mxint8_verify into main

MXINT8 tests were incorrectly created as EXACT compliance tests instead of using the DOT PRODUCT compliance as defined in the specification.
