fix(tool): Improve copyright updater to cover more files

Jeremy Johnson requested to merge fix/improve_copyright_check into main

Add copyrights to cts-config JSON. Add missing copyrights to md files. Exclude only specific txt files. Add check for multiple copyrights and allow for early out directive.
