fix(cts): Fix tosa-ext-int64 gen error for tosa-pro-fp for ARGMAX

Relax error when no tests are produced by tosa_verif_build_tests as this is now a possibility depending on chosen options, in this case INT64 can produce INT16 tests for profile FP, but only from version 1.1.
