Enable rule-based execution in Linux ACS driver

Amrathesh .. requested to merge rule_based_exe_updates into master
  • track default, filtered, and skip rule lists during each run.
    • wrap RUN_TESTS handling to honor CLI filters and reset state afterwards.
    • add misc-device ioctl to update rule/skip arrays from user space clients.
    • extend driver header with ioctl hints, limits, and payload structure.
