Move mocks from `nx-ip-link-mdh/tests/mocks` to subdirectories
where they can be re-used for other components unit tests.

* ThreadX mocks to threadx commponents subdirectory
* NetX Duo mocks to netxduo commponents subdirectory
* utils mocks to utils subdirectory
