Upgrade project to 7.0.0

The project does not build with Bazel 7.0.0 due to an issue in rules_oci and the push Shell template file TreeArtifact.

To reproduce, switch .bazelversion to 7.0.0 and attempt to build the project.

We need to get off the release candidates.
